Joseph "Joe" Phillips (born 7 August 1959 in Wheaton, Illinois) is an American singer, composer and songwriter who wrote the King of the Railway song It's Gonna be a Great Day and performed the original version of the song. He has also worked on songs for HiT Entertainment's other shows including "Barney" and "Angelina Ballerina: The Next Steps", as well as the composer for the 1996 direct-to-video special, Kids for Character, which Thomas was featured in.
