License to Deliver is a magazine story illustrated using images from the All Engines Go series.
Plot[]
One day, Thomas is playing secret agents and he sneaks up behind Percy and gives him a fright. Percy wants to play too, but he has to deliver a new lightbulb to the lighthouse. Thomas tells Percy that transporting the bulb can be their mission. Thomas gives Percy the name 006 and declares that he will be Agent Number 1. Percy is thrilled that Thomas will accompany him on his long trip to the lighthouse as it would soon be dark and Percy is afraid of the dark.
Percy has never played secret agents before so Thomas teaches him how. Thomas says the first thing they need are disguises and they find a crate of old junk. They use the items inside to disguise themselves. Both engines are pleased with their secret agent disguises. Next, they go to see Sandy to get some secret agent gadgets. Sandy fits Thomas and Percy with lots of gadgets including one that is so secret, even Sandy doesn't know what it is.
Percy and Thomas are sneaking their way across Sodor when they spot Diesel blocking their path. To get past him, Percy makes a cow sound to distract him while Thomas uses one of his gadgets to shift the switch. With the points changed, the way is clear for the secret agents to continue on their way to their lighthouse "headquarters".
The two engines complete their "mission" and the lighthouse is working again. Percy points out that they never even got a chance to use their super secret gadget. When they look at it closer, they discover that it is a big emergency light which they could have used the whole time. Both engines agree that it's lucky that secret agents love the dark as they make their way home to Tidmouth Sheds.
