Biography[]
Sometime during the early 1950s, after Toby's old line closed due to the buses and lorries taking over most of the work, Sir Topham Hatt I wrote to Toby's controller about sending Toby to the North Western Railway.

The Mid Sodor Railway Manager was once in charge of the Mid Sodor Railway.
Biography[]
When Stanley continually derailed and shrugged off all the advice he was given from Duke, the manager decided to turn him into a pumping engine behind Arlesdale Sheds.
He later arranged for Falcon to double-head a passenger train with Duke on the Mountain Road, which nearly resulted in disaster after Falcon derailed. Luckily, no harm was done and the manager later apologised to the passengers for the incident.
After the Mid Sodor Railway closed due to the engines having little work to do, the manager sold Stuart and Falcon to the Sodor Aluminium Company.

The manager wore a morning dress, which consisted of grey trousers and a white shirt with a black tailcoat over it. He wore a black top hat.

The British Railways Controllers[]
The British Railways Controllers are in charge of the various regions of British Railways.
Biography[]
In 1959, the controller of the Scottish Region transferred 57646 (Donald) to the North Western Railway, as Sir Charles Topham Hatt II was in need of a goods engine.
While talking to Douglas about Stepney's visit, Percy told Douglas that the controllers on British Railways put their steam engines on disused sidings, waiting to be cut up for scrap.
When Diesel 199 arrived on the North Western Railway on trial, he told the engines that his controller stated that steam engines spoiled their image.
