The Injured Sailor[]
The injured sailor was a sailor who once took part in a regattta.
Biography[]
During a regatta held at Brendam Docks, this sailor injured his hand. The emergency siren was sounded and Duck's driver found out the situation with the harbour master. Harold transported the sailor ashore, who was then taken by Duck to the next station. From there, Bertie took the sailor to the hospital.

- A large scale model of the injured sailor was built but went unused. The head from the model was later reused for the lighthouse keeper.
The Tidmouth Lighthouse Keeper[]
The Tidmouth lighthouse keeper is in charge of Tidmouth Lighthouse and warns ships that get too close to the rocky shore.
Biography[]
When Thomas approached Tidmouth Lighthouse, he was flagged down by the lighthouse keeper, who informed him about the tracks ahead being damaged by the high tides. The lighthouse keeper explained to Thomas that he marked the spot and Thomas' driver told him that they will go and inspect.
One stormy night, the lighthouse keeper held a lantern to stop Salty and Fergus. The lighthouse keeper informed them that the lighthouse's generator was damaged and the light had gone out. Salty had the idea of using Fergus' flywheel to power the generator, to which the lighthouse keeper agreed.

- In the music video Down by the Docks, the lighthouse keeper's model used the same head that was also used for one of Sir Topham Hatt's Assistants.
The Captain[]
The captain is in charge of a ship that is often moored at Brendam Docks.
Biography[]
One stormy night, the captain and his helmsman were travelling on the ship and depended on the lighthouse to keep them away from the rocky shore, however, the lighthouse's generator suddenly broke and the light went out. After Salty had the idea of using Fergus' flywheel to power the generator, the light turned back on just in time and the captain told his helmsman to steer the ship to starboard. The next morning, the captain arrived at Brendam Docks and thanked Salty and Fergus for saving the ship.

- The captain's small scale figure is a combination of the Portly man from the fourth series and a passenger and workman from the third series. This figure was displayed at the second Clearwater Event in 2022.
The Fisherman[]
The fisherman goes out to sea to catch fish near the Fishing Village, though he can also be seen at other locations.
Biography[]
When Thomas was sent to collect some vans of fish and was impatient with the workmen. The fisherman teased Thomas and told him to enjoy the fresh salty smell of fish, to which Thomas snorted in disgust.

- The fisherman's figure used to be on display at Drayton Manor but with the head of the carpenter from the eleventh series episode, Gordon and the Engineer. It was later displayed with the original head at the second Clearwater Event in 2022.

The Admiral[]
The Admiral is a naval officer who was to be taken by Thomas to open the Cabalnoo Maritime Museum, but when Thomas went on a journey looking for treasure he ended up being late, so Harold took the Admiral instead. When Thomas finally found the treasure the Admiral was soon on hand to dig it up and declared that the treasure would be the most important thing in the museum.

The Bargeman[]
The Bargeman owns a barge used to transport loads along the canals of the Skarloey Railway. He seems to be familiar with some of the engines on the narrow gauge railway as well as Colin. He appears to own the "Sodor Maid" canal boat. He was also one of the very important visitors that attended Dowager Hatt's tour of Sodor and party.

The Divers[]
The Divers were seen with Captain in Arlesburgh Harbour, recovering Captain Calles' treasure from the sea floor, after Skiff capsized and the treasure sank. They likely work for the Sodor Search and Rescue Centre.

The Canoeist[]

Biography[]
On the day prior to the race, the canoeist dropped his paddle in the water while practising and had to be rescued by James. On the day of the race, he managed to save the Mayor's hat when it was dropped into the river. Despite this, the canoeist still managed to take first place and was presented with a silver cup.

The Car Ferry Captain is the captain of a ferry that transports cars between the Island of Sodor and the Mainland. He once agreed to take Caroline for a trip so that she could have a view of Sodor from the sea.

The Skipper[]

The Skipper is the skipper of his own canal boat, which he uses to take loads of timber to the Wharf. When his boat broke down, he relied on a horse named Biscuit, to tow him to the end of the towpath by the Wharf. When the towpath ended, he enlisted the help of Freddie to tow him the rest of the way.

Tom is a sailor who works at the boatyard on Duck's Branch Line. Originally, the boatyard was put up for sale until Tom came up with the idea of turning it into a "Model Boat Museum". Tom and his men had constructed models of old ships and Tom had the job of selling tickets; a job he enjoyed.

The Old Captain[]
The Old Captain is a friendly old captain who is friends with Thomas and sees him when he is working on the seaside line. Thomas' driver once stepped down and talked to the Captain, who told him about different types of clouds and how they could be used to tell the weather. Thomas later used this information to warn BoCo about an incoming storm.

Captain Jack is a sailor who works for "W. Arkwright Sodor". He travels on a canal boat and often delivers coal throughout the Sodor waterways.

Biography[]
When Thomas was at the Fishing Village, some fishermen were loading crates of fish into his train. The work took a long time, as the fishermen were using old cranes. As Thomas started to worry about being late, a fisherman who was operating a crane accidentally dropped a crate of fish onto Thomas.
