That fact that Henry pulled D199 forward despite his regulator beeing stuck open is not a goof. Steam locomotives have two ways of controlling movement that work in unison - the reverser and the regulator. Even though his regulator was stuck open, the driver would have been able to determine the ammount of steam given to the pistons and the direction of travel using the reverser.
