Too Much Luggage is a magazine story.
Plot
Thomas arrives at a busy station on his branch line to find more luggage than usual needs to be loaded into Clarabel. The guard has a hard time getting the luggage properly on board, which makes them late, but the Fat Controller lets them off because he knows why they are late.
